KANSAS CITY, Kan. — A 19-year-old man has died following an officer-involved shooting early Sunday morning in Kansas City, Kansas, as state investigators continue working to determine the events that led to the deadly encounter.
The Kansas Bureau of Investigation (KBI) was called in to conduct an independent investigation after the Kansas City, Kansas Police Department (KCKPD) requested assistance at approximately 1:30 a.m. Sunday, Aug. 23. KBI agents and the agency’s Crime Scene Response Team responded to the scene to begin collecting evidence and reviewing the circumstances surrounding the shooting.
According to investigators, KCKPD officers were first dispatched to the 500 block of Ohio Avenue shortly after midnight following a noise complaint. At approximately 12:49 a.m., officers returned to the area after receiving a report of shots fired.
Police said officers encountered a male suspect later identified as Leonel Lozoya-Esparza, 19, of Kansas City, Kansas, who was armed with a firearm. Authorities stated that officers gave multiple verbal commands ordering Lozoya-Esparza to drop the weapon.
Investigators said Lozoya-Esparza did not comply and turned toward officers while still holding the firearm. One KCKPD officer then discharged their weapon, striking him.
Officers immediately attempted life-saving measures, but Lozoya-Esparza died from his injuries at the scene. No law enforcement officers were injured during the incident.
The shooting has left questions surrounding the moments leading up to the use of force, with the KBI now working to establish a complete timeline through evidence, witness interviews, and other investigative findings.
Officials emphasized that the information released so far is preliminary and does not represent the final conclusions of the investigation. Once the review is complete, the findings will be presented to the Wyandotte County District Attorney’s Office for consideration.
The investigation remains active as authorities continue examining all aspects of the officer-involved shooting.
